With a laminated makeup — commonly an outboard tempered lite over a laminated inboard assembly. The interlayer holds fragments in place if the outer lite is broken, which is the behaviour that matters for glazing above an occupied space.
Does the higher elevation here change anything compared with Denver?
The same effects, slightly amplified. Sealed insulating units still need an elevation strategy, and UV exposure on gaskets, sealants and finishes is marginally more aggressive. Neither is exotic, but both are decided before fabrication rather than after.
How are guards handled on a stepped or angled hillside deck?
By templating the built structure. Angles, level changes and post positions are measured from the finished deck so the guard follows the real geometry as one continuous line instead of a series of approximations.
